[REVIEWED] Is the Founder Immune to Prosecution?

I call upon the Court.

I ask whether the founder is immune to prosecution or not and are they citizens?

The Constitution is assumed to apply only to citizens and all residents are citizens.

Renegalle is a resident so should be a citizen but none of the punishments for crimes could be enforced on them.

They have power over the forums and the region as well as holding a powerful position in SCUT.

They can't be banned, or barred from elections because they can always accept their vote as valid so really there isn't any punishment they can receive.

If they can't be punished for a crime, are they even citizens?

If they aren't citizens, they shouldn't be able to vote in elections or on bills.

FINAL QUESTIONS:

Is the Founder immune to prosecution?
Is the Founder a citizen?

Thank you for your inquiry Steinland. After searching the Force Constitution, I was unable to reach a suitable answer. I spoke with Renegalle and we agreed to hold a Cabinet discussion and vote on the topic. The findings are as follows: The Founder(Renegalle) is a citizen of Force, but is not immune to Prosecution.

At this time, I hereby request that the Constitution be amended to layout the following items
A. Define the role of the Founder
B. Define a list of punishable offences
C. Define the punishments for the Founder if Prosecuted for a crime
D. Define a mechanism if the Founder is to be relieved of power
