1.3.1 The Prime Minister shall have the power to appoint, or hold elections for interim Ministers in the event of an absence of a post until the next election period.

I hereby request that a new Foreign Minister election be held to elect a Foreign Minister, due to the fact that Mokkland did not stand in the previous election so clearly had no wish to hold the post. However, due to my own silly mistakes he's been saddled with the job again. I apologise to him and with this bid wish to right the wrongs.

Request denied. Under the constitution there are no grounds to contest the decision. The decision is left to the Prime Minister not individuals, or the cabinet. The constitution also does not require that an interim election is held before appointing someone. There is also no requirement that someone who is appointed has to have run in the recent election.
